The Assembly Tool is an Accessory released as part of the Metal Saga toyline. It is included with every product containing a Beyblade.
Assembly Tools can also be found on Launcher Grips, and longer variants are included with Metal Face and Metal Stone Face releases.

The Takara Tomy Assembly Tool includes copyright information on the front. The Hasbro version moves this to the back of the Assembly Tool, and is slightly modified and somewhat sturdier.
