Reason he and i are from a neighboring community and i know it's wrong of me to say this. But i have noticed repeative if you will from not just this community but from pokemon wiki as well where i am a Discussion moderator via here -> https://pokemon.fandom.com/wiki/User_talk:Trainer_Micah.
But i have noticed this user doing CAPS blogs from when he started upto now and has ignored our messages we send to him and in doing so has been blocked off for a month due to not paying attention to messages we as mods and admins have been giving him and continued doing CAPS.
So i know your busy and i-i want to apologize from pokemon fandom on this user for CAPS Blog's recently and as you know i know it's not allowed due to Shouting.
So what i am basically asking can you block this user as seen above via Jahmierebullard. I know if he continues with his CAPS someone needs to watch him. Reason the more he continues the more i worry on each fandom so you know can you?

While I appreciate his repeated incidents on Pokemon Wiki; as it stands, the user has only had one incident with us on this Wiki (the block capitals blog post), and I don't think I can justify an immediate block here on those terms.
I definitely agree with the concern raised and I'll keep it in mind, but I'd prefer myself and my team to observe and take note of internal incidents rather than solely relying on those of a neighouring community. Yours aren't weightless by any means, but I also believe in providing a fair chance between communities. I hope you understand.
If push comes to shove, we'll take action and issue a block as necessary, and I can let you or your team know if that needs to be the case.
Unfortunately, we are not currently looking to expand our Administration team, so I'm afraid I'll have to decline your request. On looking into your editing history further, there are certain edits like this that are also inappropriate and would prevent you from being promoted.
