The wheel is a cheaper alternative for that of Quetzalcoatl, and is considered by many to be inferior to the Lightning Metal Wheel. It is also inferior to Vulcan. Storm does give some smash attack but is too light to give out a considerable attack. Its counterpart Cyber is actually better since it's design was based on the original Pegasis Wheel, which is by far the second most effective wheel of all the Pegasis releases (Big Bang is the first). Cyber, too, however, is also outclassed by other Fusion Wheels. If you look on the Japanese box for Storm Pegasus 105RF, the Storm Wheel seems more offensive due to the many spikes on the 3 wings.

|performancetipdesc = This tip is great for attack customizations. It is rubber which gives grip on the stadium floor, providing it with more defense and allowing Beyblades to move around the stadium, fast. Like most other attack bottoms, Rubber Flat has poor stamina, so it has to beat the opponent in a very short amount of time. This RF is coloured blue with a rubber tip which is red. After extensive use however, it'll wear down but slower than R2F (Right Rubber Flat). As the tip wears down it'll perform like a balanced tip with some aggressive movements and when the other Bey hits it, it'll act as defensive with some amount of increased stamina. After time, the small bar inside may break. It is ok but the rubber tip will move up a small bit and the Bey's height will decrease very slightly. There is a rumor that if you place one drop of yamaha synthetic valve oil (the kind for band instruments not motorcycles) on the tip, the Bey will spin and move faster and have more RPG.

RF has three different molds. The original Takara Tomy manufactured RF, the Sonokong manufactured RF variant, and the Hasbro manufactured RF. Some of the Takara Tomy RFs tend to spin around freely when twisted between fingers, due to the circular nature of the rubber that held the tip itself into place. However this problem was rectified by the Sonokong mold which flattened two opposite sides of the rubber that holds the tip itself into the plastic section of the Bottom itself. The flattened sides make it impossible to spin the tip freely, thus solving the problem. The Hasbro mold has a thick bar in the middle of the tip, securing the rubber.

The BB-28 Storm Pegasus 105RF starter set was released by Takara Tomy on March 28, 2009 to Japanese consumers and later by Hasbro in August 2010 to international audiences. This Starter Pack was also the first, official release of Takara Tomy's Hybrid Wheel System product line.

This Starter Pack contained the following content, which included 1 MFB type icon attack Attack Type MFB spin icon right Right Spin top, consisting of 1 Face Bolt, 1 "Pegasus I" Energy Ring, 1 "Storm" Fusion Wheel, 1 "105" Spin Track, and 1 "RF" (aka Rubber Flat) Performance Tip, as well as 1 Bey Launcher, 1 assembly tool, and instructions.
